Chelsea have agreed to pay a €5m (£4.3m) loan fee for Atletico Madrid midfielder Saul Niguez, according to Fabrizio Romano.
The reliable Italian journalist also claims agreement over personal terms with the Spanish international have been reached and the player is expected to be in London shortly:

Niguez has been pursued by a number of teams over the course of the summer, with Barcelona, Manchester United and Liverpool having all been linked at different times.
However, Chelsea were believed to be the only club to have put an official bid on the table. This morning, though, a deal seemingly looked dead after it emerged Atletico still hadn’t found a replacement.
There was also some disagreement over whether the loan would include an option or obligation to buy, but it seems that the differences between the two parties have now been resolved.
