Chelsea and Arsenal have been offered PSV Eindhoven captain Cody Gakpo, according to reports in the English media.
The Dutchman has also been linked with Manchester City and Liverpool in recent months with the winger having impressed with his performances in the Eredivisie last season.
Gakpo is not someone that a lot of Blues supporters on Twitter have heard of, and, while some think he is a very good player, others have questioned why he is being offered out to clubs:

It is thought that Gakpo signed a new contract with PSV earlier this year on the proviso that he would be sold for a decent transfer fee this summer, so the fact that Chelsea have been offered the 23-year-old is not a surprise.
His asking price is not actually believed to be that high, though, with the ever-reliable journalist David Ornstein claiming he could be snapped up for as little as £35m. We shall see if Thomas Tuchel’s side or another Premier League club decide to take a chance on him.
